Safety Council

The Tuscarawas Valley Safety Council meets on the 3rd Thursday of each month at Dutch Valley Restaurant in Sugarcreek, Ohio.  The luncheons begin at 11:30 with a buffet style lunch at $15.00 per person.  A safety related speaker’s presentation is from noon to 1 p.m.  Some examples of past presentations are: BWC grants available, personal safety, machine guarding, stress in the workplace, new OSHA guidelines just to name a few.  Twice a year the Safety Council sets up a tour of a member facility.

Starting July 1, 2005, a membership fee will be assessed to all Safety Council members that are not Tuscarawas County Chamber of Commerce members.

The Tuscarawas Valley Safety Council is operated by the Tuscarawas County Chamber of Commerce funded by the Bureau of Workers Compensation Division of Safety & Hygiene.  The goal of the safety council is to increase safety awareness, and is a combined effort of local businesses and the community.  The Safety Council Manager is Mike Mason, Membership Services Coordinator of the Tuscarawas County Chamber of Commerce and Scott Tritt, Safety Coordinator Muskingum Watershed Conservancy District, is the Safety Council Chairperson.

 

BWC’s Division of Safety & Hygiene sponsors more than 80 safety councils statewide. These safety councils can earn 2% for meeting all of the eligibility requirements and a 2% performance bonus for reducing either frequency or severity by 10%, or with maintenance of both frequency and severity at zero.

  

FY10 Safety Council program discount eligibility requirements:
 
1. Enroll with the local Safety Council by July 31, 2010.

2. Attend 10 regular meetings or events, at least 8 of the 10 meetings must be Safety Council meetings. Employer has option to gain credit for up to two meetings through attendance at Ohio Safety Congress, DSH safety training courses or industry-specific training.

Ohio Safety Congress - maximum of one meeting credit for event, attend at least one educational session, follow continuing education instructions, submit documentation to safety concil

Division of Safety & Hygiene safety training course - maximum of one meeting credit per course, attend any scheduled course, download certificate form www.bwclearningcenter.com, submit documentation to safety council.

Industry-specific safety training - maximum of one meeting credit per scheduled training, documentation required, submit documentation to safety council.

3. CEO (highest ranking authority) must attend any one safety council sponsored function or meeting (CEO attendance counts as credit torward one of 10 meetings required).

4. Submit semi-annual reports for the 2010 calendar year.  

• Increase workplace safety awareness;

• Promote greater interest in preventing occupational accidents and disease;

• Provide quality occupational safety and health programs to local communities;

• Give employers easy access to workers’ comp and risk-management information.

 

WHO MAY JOIN THE TUSCARAWAS VALLEY SAFETY COUNCIL?

 The Safety Council is open to all companies, corporations and individual employers in Ohio.  Simply call the Tuscarawas County Chamber of Commerce for an application (330) 343-4474 ask for Mike.

 

SAFETY COUNCILS

All Ohio Safety Councils have the same goal - to increase safety awareness. But developing and maintaining a safe workplace is no easy task.  That is why it must be a combined effort of local companies and the community.

Ohio has more than 80 Safety Councils, all made up of local companies and typically organized through chamber of commerce, trade and manufacturing associations or other local safety-minded organizations.  These Safety Councils hold regular meetings to examine and resolve potential and existing safety problems. 

They inform participants about new techniques, products and services and provide a thorough knowledge of these services.

In conjunction with the Bureau of Workers’ Compensation (BWC) Division of Safety &  Hygiene, the Safety Councils direct safety campaigns throughout Ohio to promote greater interest in the prevention of occupational accidents and disease.  Companies with the highest safety records during the year are honored at annual awards events.  The Division of Safety & Hygiene’s Meetings and Conventions department assists in the overall operation of the Safety Council’s activities.

 

A Summary of Safety Council Membership & Awards
 

PLAN OF CAMPAIGN                                               

Member companies will be divided into groups according to business classifications, hazards of  their operation and/or according to the number of employee hours worked.   The campaign lasts 12 months, beginning January 1st and ending December 31.                                                            

REPORTS                                                         

All companies shall report semi-annually on forms furnished by the Division of Safety & Hygiene.  Reports must be mailed to the Safety Council no later than the 15th day of the month following the semi-annual period.                     

REPORTABLE CASES                                    

Reports will be based on the Record keeping Requirements under the Occupational Safety and Health Act of 1970 (revised 12/20/77).  The items listed below correspond to the columns in OSHA Log 300.

  • Deaths (column G)                                                               
  • Number of injuries and illnesses involving lost workdays with days away from work (column K)
  • Number of days away from work as a result  of lost workday njuries and/or illnesses (column I)  

Other items on the report include number of employees; total hours worked and date of last death or lost-time injury or illness.

WORK HOURS

For the purpose of this campaign, work hours shall consist of the total number of hours worked by all employees, including office employees and executives.  It is assumed that executive, office and other salaried workers shall have 40 hours per week.  Any special cases will be judged by Safety Council officials at the time of the injury.

JUDGING

Each participant will submit a semi-annual report form reflecting the total hours worked,combined with the reportable cases for the current semi-annual period. Following the 12 month campaign, the companies that work the most hours without a lost-time injury will win their particular group category; or if all companies in a particular group have reportable cases,the group winner will be the company with the lowest incident rate.

AWARDS

The Division of Safety & Hygiene presents certificates of awards to qualifying companies in the following categories:

Group Award - to the company with the lowest incident rate in each group. 

100% Award - to each company that works the entire year without a lost-time injury or illness.

Achievement Award - to each company that decreases its incident rate by at least 25% from the previous year.

Special Award - to each company that accumulates at least 500,000 hours and at least six months without a lost-time injury.
